ICG Discussion Forum features Phil Baty, Chief Knowledge Officer at Times Higher Education (THE) in conversation with Dr. Pushkar, higher education columnist and political scientist, and currently Director-ICG, on “India’s universities: A global perspective.” The discussion will address a diverse set of questions such as the following: Why do world university rankings matter? Why are the rankings sometimes controversial? How have India’s universities performed in THE World University Rankings over the past decade? Should India limit participation in world university rankings to select universities?

The webinar will also take up other broader set of issues about India’s universities and its higher education sector.

Phil Baty is Chief Knowledge Officer at Times Higher Education (THE). Since joining THE in 1996, he has served as chief reporter, news editor, deputy editor and latterly, editor-at-large. He took over responsibility for the World University Rankings in 2008 and led the development of the current THE World University Rankings methodology. He also conceived the annual THE World Reputation Rankings and 150 Under 50 Rankings, and he established THE Asia University Rankings and the BRICS & Emerging Economies Rankings. In 2013, he founded THE World Academic Summit which has since grown into a successful series. Phil is also an award-winning journalist and picked up the Ted Wragg Award for Sustained Contribution to Education Journalism (CIPR) in 2010 and was a runner up for the Paul Foot Award for Campaigning Journalism, run by The Guardian and Private Eye magazine in 2007. Phil contributes regularly on global higher education for leading newspapers and broadcasters around the world.

Pushkar is Director, International Centre Goa (ICG) since December 2016. He writes extensively on India’s higher education and has published in Asian Scientistbraingainmag.comIndian ExpressRajasthan PatrikaTimes Higher Education (THE), The Wire and elsewhere. In January 2015, an article in Forbes India listed him as one of India’s 24 thinkers “who best explain a rapidly-changing India to the world (and the world to India)” for his writings on higher education. Pushkar studied at St Stephen’s College, Delhi; Jawaharlal Nehru University (JNU); and McGill University, where he obtained his PhD in political science. He has taught for over 15 years at BITS Pilani-Goa; McGill University; Concordia University; and Goa University. In addition to journal articles and book chapters, he is the co-author (with Madhvi Gupta) of Democracy, Civil Society, and Health in India (Palgrave Macmillan, 2015).
